Antony accuses Kerala Govt of helping student activists

THIRUVANANTHAPURAM, Oct 15: The Leader of the Opposition in the Kerala Assembly, A K Antony, today flayed both the Union and State Governments, the former for denying Kerala its due share while finalising the plan allocation for the year and the latter for its failure in effectively arguing its case in this regard beofre the Centre.

He told reporters here that all precautions should be taken not to repeat ``this unprecedented negligence'' on the part of the Union Government. Even the plan allocation for each state was finalised only after six months since the financial year started, he said.

Pointing out that the increase in the plan allocation for Kerala was only 8.58 per cent this year, Antony termed the claims, made by Chief Minister E K Nayanar and Finance Minister T Sivadasa menon that it was a great success for the state government to pressuries Centre to sanction Rs 3,100 crore, as ``a frustrated effort to conceal their failure.''

The increase in the plan allocation this year for Uttar Pradeshwas 43.25 per cent, Maharashtra 38 per cent and Punjab 19 per cent, he said.

Antony alleged that the increase in the allocation even in important sectors were `nominal'. In the power sector, the most important in the state, the increase was a `meagre Rs 33 crore''. The Left Democratic Front government in the state even failed in fixing the priorities, he said.

He also demanded constitution of an expert committee, comprising representatives of political parties and planning experts to study the flaws in last year's activities of the local bodies and submit a recommendations as to how a guideline should be formulated ``to rectify the mistakes of the past.''

Accusing the LDF government of shying away from filing cases against the Democratic Youth Federation of India activists, who had blocked the then Minister M V Raghavan which had lead to the firing in Koothuparamba, Antony wondered how the government could file cases under Section 302 of the IPC against the police officials involved in thefiring.

Both DYFI activists and police were found guilty by the Padmanbhan Nair Commission, which had probed the incident, Antony said. ``This was a typical example of the double standards being pursued by the LDF government,'' he alleged.

Meanwhile, Chief Minister Nayanar today said the government decision to register cases against some police officials in Koothuparamba police firing case had not resulted in any unrest in the state police.

In a statement here, Nayanar said the motivated campaign being mounted by certain quarters holding that the government action had created unrest in the police was aimed at misleading the people and the police force.

The government decision was based on the findings of the Nair Commission which probed the circumstances leading to the police firing in Koothuparamba which claimed the lives of five DYFI activists. According to the commission, what ultimately led to the firing was a lathicharge which was resorted to without going through the proper procedures andadvance warning to the crowd.

Nayanar said there was no truth in the argument that it was for first time that police officers were being chargesheeted in connection with a police firing case. A sub-inspector and two constables had been chargesheeted in connection with the Ponnani police firing case in 1977.

Nayanar justified the northern range inspector general for having issued a statement defending the government steps in the case.

The IG issued the statement in the wake of the motivated propaganda by the opposition and a section of the media. It was the duty of the inspector general to explain to the people the facts regarding the case, Nayanar said.

The IG's statement should be read against the probe commission's finding that the police resorted to lathicharge without adhering to due procedures. The LDF had been able to improve the law and order situation since it came to power, Nayanar said.
