Assam has failed to stem violence: Congress

GUWAHATI, Oct 25: Despite the continued presence of the Unified Command in Assam, the law and order situation has deteriorated during the last two-and-a-half years due to the ``lack of vision and incompetence'' of the Asom Gana Parishad (AGP)-led Government, State Congress president Tarun Gogoi said here today.

``Killings, kidnappings, abductions, extortions and rapes have become the order of the day and the people of the State are spending sleepless nights for fear of their lives and property,' Gogoi told reporters here.

In 1995, 222 violent incidents, including 204 killings, were reported while in 1998, 492 incidents, including 366 deaths, were recorded, the APCC president said. He also alleged that the State Government had failed to contain ethnic clashes in Kokrajhar district which were continuing for the past two-and-a half years despite the visit of the Central team. ``People are still living in the make-shift camps in deplorable condition and they are scared to move back to the villages,'' headded.

He said the APCC was for the publication of the Justice Haque Commission report inquiring Kokrajhar ethnic violence.

Gogoi also demanded the holding of panchayat elections immediately and alleged that the State Government was postponing it on one pretext or the other as the ``AGP had lost courage to face the people in elections''.

``On one hand, the AGP-led Government has violated the Constitution while on the other, it has deprived the people of the State of their due share of Central funds which will be released only after the panchayat elections are held,'' he said.

The funds earmarked for rural development will be stopped by the Centre and this will cause further hardship to the people of the State which is already cash-starved, he said.

``This is a clear proof that the AGP is prepared to sacrifice the interest of the people of the State for their ill-motivated and selfish political gains,'' Gogoi alleged.

The APCC also expressed concern over the alleged financialmismanagement of the State Government and demanded that it initiate policies to generate employment and be non-partisan in providing employment.
