Oct 26: The National Task Force on Information Technology has accused the Department of Telecommunications (DoT) of not implementing policies accepted by the government on privatisation of the internet. In a letter written to the Prime Minister a fortnight ago, the Co-Chairperson of the task force and Andhra Pradesh Chief Minister Chandra Babu Naidu has asked the PM to step in. He has said that implementation of the internet policy should not be entrusted to the DoT as it is dilly-dallying over it for no apparent reason.Naidu has drawn the PM's attention to the fact that the non-issuance of notifications by the DoT `` is acting as an inhibitive factor'' in perpetuating Internet access in the country. The solution suggested by Naidu for this is that the Convenor of the taskforce - Director General of the National Informatics Centre N. Seshagiri, should be authorised to issue all notifications henceforth with the DoT being obliged to follow these notifications.
The letter has criticised the tardy progressshown by the Department in issuing notifications relating to the package announced for the Information Technology sector, which was supposed to set the pace for the privatisation of the Internet Services in the country. ``There are no licence fees, no bank guarantees and no limit on the number of licences,'' says the letter from Naidu. `` All the DoT was to write was a simple application form and invite applications... which has not been done although three months have elapsed,'' the letter says.
The letter also states that the notification regarding charging of local call charges for all users of internet to the nearest Internet node has not been issued by the DoT as a result of which ``General Managers of the DoT in state circles have not given effect to this decision of the government.''
The task force has also charged the DoT with not issuing any notification allowing private Internet Service Providers (ISPs) allowing them to set up their own satellite earth stations to connect to the InternationalInternet backbone. According to the policy announced by the task force in July earlier this year, ISPs were free to lease data communication infrastructure from any licensed telephone company or operator.
The notification relating to the use of the 2.4 GHZ band by the ISPs to connect Internet customers has also not been issued by the DoT even though the task force's recommendation to this effect was accepted by the government in July.
The task force has also complained about DoT not issuing any formal notification allowing STD and ISD booths to be transformed into a Public Tele Information Centre as prescribed by the task force.
This scathing attack by Naidu on the DoT's record on the implementation aspects of their policy was probably the reason why the PM made a special mention in his speech on Saturday that implementation relating to the ISP policy would soon be underway.
