MoD waives charges against Kalra

CHANDIGARH, Nov 1: The Ministry of Defence has waived of all charges against a former commander of No. 3 Base Repair Depot (BRD) Chandigarh, which had been levelled against him following the IAF unrest over pay disparity a few months ago, according to information received here.

A subsequent Court of Inquiry (CoI) ordered by Air Headquarters had reportedly "blamed" Air Cmde J. S. Kalra for the incidents which took place here and had levelled eight charges against him. Four other officers were also "blamed". A large number of IAF officers and airmen had openly aired their grievances and collectively protested against the recommendations of the Fifth Pay Commission.

Air Cmde Kalra had represented to Air Headquarters against the charges following the CoI report. An MoD communique reportedly forwarded to Air Cmde Kalra some time ago, notified him that the charges were no longer valid. He is presently posted as Command Engineering Officer, Central Air Command, Allahabad.

It is also learnt that another officer (who had reportedly been blamed,) Wg Cdr B. L. Thukral, the then Senior Engineer Production Hangar at 3 BRD has been approved for promotion to Group Captain, which IAF officers say signify that charges levelled against him have been dropped.

So far no action has been taken against the other three officers who had also been blamed. The CoI, sources say, had recommended that in view of their past records, a lenient stand be taken towards two other officers, Gp Capt T M Bose and Sqdn Ldr Mohinder Singh.

Highly placed sources say that the report of the Court of Inquiry headed by Director, Air Force Intelligence, Air Vice Marshal B M Bali, which had submitted its report in December last is still lying at the Maintenance Command Headquarters at Nagpur. Sources point out that stringent actions are initiated by Air Headquarters or the MoD.
