Chief Minister Prem Kumar Dhumal who is also chairman of the HPTDC dedicated the scheme to tourists and holiday makers. Dhumal told media persons that the period of ownership would be for 20 years and the scheme had been divided into three seasons premium, high and normal to enable tourists to select any season best suited to them. Terming the scheme as a unique one, the chief minister said tourists, who wanted to visit the state and enjoy the package would have to deposit a specified amount, which would be refunded to them after the expiry of the period. This would benefit the HPTDC, the tourism industry and the holiday makers.

Replying to a question, the chief minister said the time share scheme could be made transferred to other people also. However, they would have to inform the HPTDC at least 45 days in advance, otherwise their reservation would be made available to others. HPTDC being a government enterprise, the investment would be safe in its hands, the chief minister said.

Dhumal said that the HPTDC would offer its functioning properties and added that there would be no waiting period. This scheme, the chief minister, said was feasible and the "vacation owners" could change their period of stay, accommodation and destination anywhere in the state. He said "vacation owners" could postpone or advance the purchased unit upto one year.

Replying to questions, the chief minister said that the state government had formulated a long-term prospective tourism development plan under which facilities would be made available to the tourists to their satisfaction.

He said the Taj Group had shown interest to set up its hotels in the state and added that their teams would visit the state to identify the places.

Dhumal said that the state government wanted to renegotiate the agreement with the East India Hotels, Oberoi Group, to construct a Five Star hotel on the site of the Wild Flower Hall, near Kufri.
