BHOPAL, Nov 9: The Bharatiya Janata Party in its manifesto for the November 25 Assembly elections in Madhya Pradesh promises several populist schemes, including free school uniforms for girls, taking an initiative for providing death sentence to rapists, making urea available in the open market and abolition of professional tax.Other highlights of the manifesto, which is to be formally released on November 12, are establishment of a corruption free panchayat system, implementation of Bhuria Committee recommendations and formulation of a rural transport policy.
The BJP is releasing a supplementary manifesto for Chhattisgarh as the region is set to become a new state in the near future.
If voted to power the BJP government would take immediate steps to make urea available in the open market in view of the problems being faced by the farmers at present in getting timely suppies, the manifesto promises.
The BJP also proposes to do away with the practice of average billing of electricity so as to link thebilling with actual power consumption.
The BJP plans to take up in a big way the `Atal Awas Yojana' in Madhya Pradesh to provide pucca houses to the urban poor.
The BJP is expected to announce a `Saraswati Upahar Yojana' for girls studying in government schools under which one set of uniform would be provided free of cost every year. Besides, the procedures for house loans for government employees would be simplified, the sources said.
As far as unemployment is concerned, the BJP promises to abolish all sorts of fees for applying for government jobs and to introduce a single-page application form. The applicants would not not be required to send photocopies of their testimonials along with the application but furnish originals at the time of selection.
The sources said the BJP manifesto will also spell out steps to streamline and strengthen the Panchayati Raj system.
If voted to power, the manifesto promises, the BJP government would take an initiative for an amendment to the law to provide forcapital punishment to rapists, and stringent punishment for other crimes against women.
As far as the supplementary manifesto for Chhattisgarh is concerned, the party is likely to promise due share in power to the tribals after formation of a separate state as tribals constitute a major population in the region.
The party is likely to announce that its government would give a honorarium of Rs 300 per month to ``tribal patels'', of the region.
Besides, the sources said, the party will take up with the BJP government at the Centre a proposal to give ``pattas'' (ownership deeds) to those residing in forest villages for the last many years.
Pointing out that the lack of proper road network and approach roads in the region was hampering planned development of mineral-rich areas of chhattisgarh, the sources said the BJP was likely to announce certian schemes in its manifesto in this regard. It will also lay more stress on the schemes for improving irrigation facilities so as to make agriculture a viablebusiness.
Besides, the BJP was also likely to announce its plans for proper and planned exploitation of vast mineral resources available in Chhattisgarh. They said necessary infrastructure would be developed to utilise more than 26 rich natural resources, including diamond, coal, iron ore, copper ore, tin, gold, dolomite and other mineral deposits, for the development of the new state.
