BHOPAL, Nov 9: The Congress manifestoes for Madhya Pradesh and the proposed state of Chattisgarh promise more power to the people.The ambitious manifestoes for the November 25 Assembly election, released separately by Chief Minister Digvijay Singh and others at a press conference here today, guaranteed employment to at least one member of every family besides a house.
The Congress would continue to work for `Lokniti' (people's policy) and continue to strengthen the roots of democracy taking new initiatives of empowering people to call back their representative in case they found their elected leader unfit to serves them. The modalities of such a provision, however, had not been elaborated in the manifesto.
``Garib ka raj, Aarthik swaraj, Kal nahi aaj'' was the `Sankalp' (resolution) of the Congress for the people of the state and would include in it ambit development, progress and social justice. The manifestoes offered stability, continuity and mobility under its governance if voted topower.
The Congress promised a transparent government and `Janomukhi Lokshahi' or people-oriented democracy and declared that the party was an open and transparent organisation with the aim of ensuring the progress of each and every individual while following the path shown by Mahatma Gandhi.
Unlike others who had ``narrow minds and narrow thinking,'' the Congress was not an organisation which could be remote-controlled or bow to the diktats of any secret sangh, any council of ``fanatics or by any dangerous sena group, '' it said.
The Congress claimed that 88 per cent of its poll promises made in the 1993 elections had been fulfiled by the Digvijay Singh Government during its five years of rule and attacked the Bharatiya Janata Party-led government at the Centre for the spiralling prices of essentials.
In its manifestoes, the Congress also linked the prices crisis to the Pokhran nuclear tests conducted in the Thar desert of Rajasthan earlier this year.
Expressing commitment to education andhealth for all besides the elimination of malnourishment, the party manifesto for Madhya Pradesh said that it would endeavour to uplift and empower the minorities and weaker sections. It envisaged every village being self-reliant and the society free from water and air pollution.
The manifesto also highlighted various welfare schemes of the state government implemented by the Digvijay Singh ministry.
The Chhattisgarh manifesto on the other hand declared that it would make the region an ``ideal state'' within a decade.
The Congress leaders at the press conference reminded the people that way back in 1924, the then president of the Raipur district congress committee had raised the demand for separate statehood of the mineral-rich area.
The manifesto said the Congress was eager to see the all-round development of the tribal belt with every village linked by road and having electricity. It would also ensure vocational education in all colleges located there.
