Controversy not yet over - Jethmalani

NEW DELHI, Nov 13: Urban Affairs Minister Ram Jethmalani has said that the controversy over his relations with bureaucrats of his ministry was not yet over.

``Wait for seven to eight days and you will know what happens,'' he told Star-Plus channel in an interview.

On the delay in implementation of his orders by bureaucrats, he said that though hundreds of his decisions were being fully implemented, there were some that were being obstructed.

``I have deprived the secretary (Kiran Agarwal) of the powers by which she obstructed (those decisions). Now my special secretary (S S Chattopadhya) is working and everything is going on smoothly,'' he was quoted as having told the private TV network.

On his desire to root out corruption, Jethmalani said that a minister has to change his style of functioning, and bureaucrats who want to stick to the old procedure have to get out of the way.

``The role of a bureaucrat is to advise bravely and with candour, but after I have considered their opinion, it is my moralresponsibility....towards my conscience and to the Parliament, for any decison I take,'' he said.

Referring to the backlog of cases in Delhi Development Authority (DDA) awaiting decision, he said it was the biggest scandal to remove. For this purpose, he had appointed a committee of lawyers to unofficially go into them.

About his decision to make files available to the public, Jethmalani maintained that bureaucrats were secretly leaking out files to political opponents, who in turn were holding press conferences.

``So I said that anybody is free to come and see the files. Why commit thefts? Besides the BJP manifesto speaks of transparency and freedom of information,'' he said.

The Minister was apparently referring to a press confernce addressed by the Janata Party President Subramanian Swamy, where he had quoted some departmental files showing that there were some bunglings in allotting prime land to a defaulting private firm and in seeking fresh tenders for the Delhi Mass Rapid Transit System(MRTS).

Jethmalani denied reports that the Prime Minister was unhappy over his decision to make files available to public.

The minister's decision was turned down by the Prime Minister's Office (PMO) which said that no ministry could function in isolation and that rules should be same for every department.

Jethmalani said that he had stopped the Delhi MRTS project in public interest, as the fee of Rs.440 crores charged by the consultants for the project was ``absurd''.

He said he had asked the CBI to investigate into allegations levelled by Swamy against him, thus even giving up the immunity he was enjoying as a minister.
