NEW DELHI, DEC 7: In an attempt to make the PSUs more professional, the performance of the director-level executives will be reviewed within the first year of their appointment. The Public Enterprises Selection Board (PESB) has written to about 35 Central Government departments, asking them to submit special performance reports of board-level appointees before they complete their first year in office.According to the letter written by A K Saxena, the secretary of PESB, the performance review will be conducted by the PESB with the administrative department under which the PSU operates. After this a decision will be taken on the continuance or removal of the director. This joint appraisal is meant to ensure that the administrative department or ministry does not remove directors on a whim.
While the PESB has the mandate for reviewing the performance of officials it appoints, it had restricted itself to joint appraisal and performance review in the case of extensions.
But recently it decided to implementits entire mandate of evaluating performance for confirmation as well. A Government of India resolution of March 3, 1987 states that PESB will also have ``to advise the Government on matters relating to appointment, confirmation, extension/termination of tenure of board-level employees in central PSUs.''
