SURAT, Dec 9: Municipal Commissioner S Jagadeesan came in the line of fire at today's general board meeting of Surat Municipal Corporation for declining octroi income and no development activities.One after another councillor attacked the commissioner and did not allow Jagadeesan to speak. When he moved out of the meeting hall, all councillors demanded that he be called back. Leader of the House Natu Soma Patel asked the Mayor to `order' the commissioner to remain his seat.
Launching the tirade against the civic chief, Standing Committee member Bakul Patel called Jagadeesan a ``psychic case''. "He changes his decisions often. Inconsistency in his decision has virtually brought all developmental activities to a grinding halt,'' Patel charged.
Former mayor Geetben Desai and Standing Committee member Madansinh Atodaria criticised the commissioner for removing larri gallas from Athwaline road, Chowpati and other areas. The poor people have been robbed of their only source of livelihood by the civic chief, they added.
Bhupendra Solanki (Congress) and Prakash Desai (Independent) wanted to know if the larri gallas were obstructing traffic -- the SMC's reason to removed them from Chowpati -- while luxury buses and private vehicles are parked on Magura Gate, Athwaline and several other busy roads in the city.
Standing Committee member Chankarlal Chavli accused the commissioner of befooling the elected wing. He said eight months ago the commissioner had promised to start a number of projectsriverdrive, science centre, flyover, circular train, zoological garden. All these projects are yet to take off.
Expressing concern at declining octroi income, Chavli said unless the commissioner smashed the nexus between octroi staff and octroi evaders, SMC cannot achieve the higher growth rate. He said while octroi department having 800 staff detected 284 cases, the vigilance cell having 22 staff member, detected 646 cases of irregularities.
The Congress councillor said in the last eight months capital work worth Rs 50 crore has been done as against Rs 218 crore earmarked the for capital work in the last budget. Will it be able to spend the remaining amount in just four months, he asked.
