CHANDIGARH, Jan 14: The Punjab State Human Rights Commission has recommended the transfer of two Patiala's Central Jail officials, Dr Harbhajan Singh Sarao and deputy jail superintendent Capt S.P. Singh, to some other jail for their alleged involvement in branding an undertrial.It is learnt that the Patiala chief judicial magistrate had earlier ordered registration of case against the two officials.
The commission has also recommended to the state government the shifting of the `victim' Tarlochan Singh to Patiala's central jail, ``where there are better facilities when all cases are pending for trial against him in Patiala courts.''
In a petition filed by Tarlochan Singh, undertrial lodged in Nabha Security Jail, he had alleged that on the Diwali night in October last, the two officials had branded his back with hot iron rods.
He also sought that he be shifted to Patiala's central jail as all his cases are pending in Patiala and his mother, being old, found it difficult to travel to Nabha.
Tarlochan Singh appeared before the commission member Justice J.S. Sekhon and showed his back where branding was done.
