MUMBAI, March 19: In an obvious attempt to shovel some of the muck off his back, Mayor Nandu Satam has eulogised the ``achievements'' of the controversial Mayor-in-Council (MiC) system in a 21-page booklet released to mediapersons today. But if Satam was smiling while announcing the ``efforts'' and ``decisions being taken'' by the MiC, which was introduced in the civic corporation exactly 11 months ago today, his furrowed brow told a very different story. Chief Minister Narayan Rane's recent decision to review the MiC was clearly uppermost on his mind.The booklet, which is meant to convince even the most stubborn Doubting Thomas, lists the following as achievements: the ``decision'' to felicitate cricketer Sachin Tendulkar, Everest conqueror Surendra Chavan, spiritual leader Sadguru Wamanrao Pai and Prime Minister Atal Behari Vajpayee! Then, for good measure, it adds: ``Illuminated lamps are provided on all main roads of Mumbai.''
There is no mention of any `effort' to reduce the Brihanmumbai MunicipalCorporation's record Rs 614-crore deficit but, yes, the administration has been ``given orders to take economy measures''.
If the MiC's ``efforts'' have reduced expenditure on garbage disposal, its alacrity is reflected in its appeal to the state government ``to take a firm decision on the use of plastic''. And the mayor does have a personal achievement - the flying octroi squad set up by him has collected Rs 45 crore in just 40 days.
On the need to publish the booklet at this juncture, Satam told mediapersons at the civic headquarters today: ``I was forced to publish the material as I wanted to apprise citizens of what the MiC has done in the last 11 months. Rumour mills were working overtime and I want to set the record straight.''
During a bout of amnesia, Satam ironically writes, ``It is a plus point that the important decisions taken by the MiC are being implemented and have not remained only on paper as per usual practice.'' Only last week, he had accused the administration of tarring the MiC'sreputation by setting up roadblocks in the wake of decisions taken by the council.
However, among the ``efforts'' that litter the booklet's pages are some decisions which have been tagged as ``constructive''. These relate to a scheme for developing plots with the participation of educational trusts, a proposal to construct a cancer hospital at Marol, providing water connections to all buildings, increasing water charges for restaurants depending on their grade and provision of telephones to all civic schools.
But somewhere down the line, creativity gets confused with the mundane - pages 16 to 19 are exclusively devoted to new bus routes started by the Brihanmumbai Electric Supply and Transport (BEST) undertaking and new billing centres opened by them.
Satam said he has personally presented a copy of the booklet to Shiv Sena chief Bal Thackeray and the chief minister will receive his copy tomorrow. Perhaps the MiC's ``decision'' to donate a bust of Mahatma Gandhi for a garden at Ijmer in Turkey willconvince both leaders that their opprobrium has indeed been a trifle unkind.
