Cops on their toes from today, Kiran Bedi is here

Chandigarh, April 5: The country's first woman IPS officer, Kiran Bedi, assumed charge as Inspector General of Police (IGP) of the Union Territory today. She replaces R.P. Singh who left for New Delhi in the afternoon.

Within a couple of hours of joining, she briefed the SSPs and SPs and outlined what she intends to do in the next few days. The city residents should begin to feel the difference from 8 a.m. tomorrow when Superintendent of Police (Traffic) Balbir Singh will be out on the roads. "He will be there among the rest of his staff regulating traffic," she said, in a chat with mediapersons in the afternoon.

"The IGP, SSPs, SPs and sub-divisional police officers will start visiting the police stations at 9 a.m. This is to see for ourselves how the police stations are functioning, what are their limitations and what support systems they need," the first woman IGP of the UT added. The SSP (Headquarters) too will be making the rounds to see to Headquarters matters such as furniture and stationery.

Bedi indicated that Home Minister L.K. Advani might visit the city in connection with several "modernisation" projects.

Computerisation of police stations is another significant step high on her agenda. "The first information report will be filed on the computer straightaway," she said. She also plans to come down hard on traffic rule violators. "Five offences and the driving licence goes," she said firmly. Bedi said the public will be informed through the media in advance about any road blockades due to processions etc.

Taxis and auto-rickshaws running without meters will not be spared. "Traffic complaint cards will be distributed free of cost which any person can use to complain against the driver's misbehaviour, overcharging and so on. Five offences and their permit stands cancelled," said Kiran.

Although she said she favoured neither men nor women, she repeatedly indicated that she will be tough on crime against women. "We will seek the cooperation from non-government organisations," she said. "I also want to be able to better utilise the services of women police." Also, the beat control system will be introduced in the city. "We will select 400 educated young men and women and train them for the beat system. Crime has to be prevented at the grassroots level," she said.

Policemen too can look forward to the Bedi touch: more attention will be paid to police welfare. "I will do my best to serve the city. For me it is a home-coming since I was educated and groomed here," she said. Bedi stressed that UT Home Secretary Anuradha Gupta had assured her cooperation and support at every level.

Earlier this morning, former IGP R.P. Singh was given a ceremonial send-off at a farewell parade organised at Police Lines here. Bedi was also present at the parade. Singh had joined here in December 1995.
