In an interview to PTI on the eve of his 47th birthday tomorrow, Rane said the administrative system had become ``archaic'' and needed complete overhaul to make the administration effective and people-oriented.

``The nature of work has changed, and people expect quick and time-bound decisions,'' Rane said stressing the need for changing rules and procedures along with the relevant laws to make decision making fast and time-bound.

``Only a provision for penalty in case of failure to discharge duties and responsibilities can act as deterrence (to erring officers),'' Rane, who took over reins on February 1 after the exit of former chief minister Manohar Joshi, said.

The chief minister said he himself was meticulously punctual and strictly observeddiscipline, and added that he expected the state bureaucracy to imbibe these two virtues, which could make the administration efficient and effective to the benefit of the common man.

``If we want to be successful in the next assembly elections, we must get the work done from the bureaucracy,'' Rane asserted, stating that he was getting cooperation as well as results from the bureaucracy.
