MLAs' special grant plea rejected

SHIMLA, April 9: The state government today rejected the demand for introducing a scheme to provide Rs 50-lakh special grant to MLAs for their areas on the pattern of the MPs' Local Area Development Scheme adopted by the Central government.

The issue was raised in the state Assembly by Congress MLA Brij Bihari Butail through a private member's resolution. Chief Minister Prem Kumar Dhumal told the House that though the government acknowledged the spirit of the resolution, limited resources and financial position of the state did not permit the introduction of such a scheme. ``However, when our financial state improves, we will definitely think of such a scheme,'' he assured the Assembly.

The resolution, when moved by Butail, also received support from other Congress MLAs. Former minister and MLA Rangila Ram Rao, along with Krishna Mohini, strongly argued for the launch of the scheme in order to provide a facility to the MLAs to utilise the sanctioned funds for development of their areas.

On another resolution, moved by Asha Kumari, former Minister and Congress MLA, Forest Minister Roop Singh Thakur assured the Assembly that the state government would examine the possibilities of introducing a scheme on an experimental basis to provide timber to the people from the forest depots as an alternative to timber distribution (TD) rights.

Asha Kumari, through her resolution, had suggested that if the scheme was introduced in the state it would save the forest wealth from illicit fellings and smuggling.

Former Speaker Kaul Singh Thakur also raised the issue of low voltage in remote and far-flung areas in the state in his private resolution.

Jai Krishan Sharma, through his resolution, drew the government's attention towards need for setting up some public sector undertaking units in the state by the central government. Two members, however, withdrew their resolutions after assurance by the government that it would take effective steps to meet their demands.
