Assembly disrupted for third day over Khalsa Panth issue

NEW DELHI, April 9: The controversy surrounding the celebrations marking the tercentenary of the Khalsa Panth refuses to end. For the third consecutive day it dominated the proceedings in the Delhi House.

Both the Opposition BJP and ruling Congress tried to bring privilege motions against each other. Former industry minister and BJP MLA Harsaran Singh Balli put in a notice for breach of privilege against Congress MLA B. Sharma.

During the discussion on the resolution moved by Mukesh Sharma, regarding Doordarshan's alleged blacking out of Sonia Gandhi's participation in the Khalsa Panth celebrations, some members of Treasury Benches grew violent as the debate became ugly with references to 1984 riots.

In his privilege motion, Balli said that Sharma had tried to assault him and in the process broke a mike belonging to the Opposition Benches. ``He attacked me in the House itself to silence me. Then he deprived me of my right to speak by breaking and removing my mike,'' he told the Speaker, adding that the MLA's behaviour went against the decorum of the House.

Almost as a counter attack, Ajay Maken brought a privilege motion against the leader of Opposition, Jadgish Mukhi, for criticising Speaker Prem Singh's way of functioning at a press conference. ``It is in violation of all democratic norms to discuss the Speaker's way of functioning outside the House,'' Maken said, adding that criticising the Speaker is also tantamount to insulting the prestige of the House.

The Opposition created a ruckus when the Speaker decided to send the motion to the Privileges Committee, saying that while Sharma's action had been witnessed by everybody in the House, including the Speaker, there was no first-hand proof of Mukhi's statement, which had been misinterpreted by the press.
