Court attaches Punjab School Board property

KHARAR, April 20: Ruling on a petition filed by K. L. Kapur, a superintendent in the Punjab School Education Board accounts branch, Kharar Junior Division Civil Judge Mandeep Singh Dhillon has ordered attachment of the property of the Punjab School Education Board, SAS Nagar, valued at Rs 22.47 lakh.

In his petition, Kapur contended that on November 27, 1996, the then Kharar Junior Division Civil Judge, Gurmeet Kaur, decreed in his favour but PSEB authorities failed to honour the court order and pay him as directed. In view of the decree, Kapur pleaded for the attachment of PSEBís property.

According to the decree of the court, the PSEBís inquiry proceedings against Kapur were illegal, against the principles of natural justice and void; the decree entitled the plaintiff to all the consequential benefits.

Meanwhile, the Punjab School Education board moved two different applications in the court here yesterday raising objections to the order of attachment of PSEBís property, pleading for recall of the warrants of attachment and for staying further proceedings in the execution.

PSEB Secretary J. S. Sidhu, when contacted, said that the court had admitted the PSEBís applications and set the next date of hearing for May 6.
