Plan to make restaurants stay inside long arm of law

NEW DELHI, April 30: The Delhi Police plans to launch a drive to ensure that entertainment places and restaraunts in the Capital function within Delhi Police laws and regulations. While briefing the press about the murder of model Jessica Lal last night, Joint Commissioner (southern range), Amod Kanth said that Qutab Colonnade was violating various Delhi Police and excise laws. ``There was an illegal bar running at the restaurant,'' Kanth said.

The Joint Commissioner said that the restaurant was serving the liquor in clear violation of the Delhi Police Act and the Excise Act as it had no bar license. He said that owner Bina Ramani had applied for a license but it had not been granted.

The excise department visited the spot this afternoon, after which the restaurant was sealed. Amod Kanth confirmed the fact that Bina Ramani had arranged a party, where alcoholic drinks were being sold, ``under the pretension of a farewell party''. ``I have personally questioned the stewards who were present there last night. They told me that the drinks were being sold for Rs 100 per coupon.''

Although Bina Ramani would have to pay a fine for violating the laws, Kanth agreed the penalty is very small. But he said that if the restaurant was ever opened to public again, it would be ensured that it abides all laws.

The police have also interrogated the guests who were present at the Qutab Colonnade, to confirm the identity of the assailant. They have interrogated party hosts Bina Ramani and her husband George.

When asked if Bina Ramani knew the accused, Kanth said: ``She has said that she will identify the person if he is brought in front of her. However, she has not admitted knowing the person very well.'' On the question whether the accused was a regular visitor to the party or not, he said that the interrogations are on.

Giving details about the drive, Kanth said that the police would keep a tab on all the restaurants which are running their businesses illegally. ``Stringent action will be taken against those restaurants who keep their business open beyond 11 p.m. and serve alcohol illegally,'' Kanth said.
