Who will look after the stray cattle?

CHANDIGARH, May 4: Last week's incident, in which an 85-year-old man died from wounds inflicted by an angry cow, highlights the Municipal Committee's failure to remove cattle from city roads. "We can round up all the stray cattle in the whole city in less than 15 days," a senior Municipal Corporation official claimed, but then came out with the actual problem: "After we've caught them, where do we keep them?"Like many in the city, he agreed that it would be ideal to entrust cattle-care to an NGO "except for one problem. An NGO which is given responsibility for taking care of cattle will naturally ask for land on which to establish a pound. Making over land for to them will be the problem." A visit to the cattle-pounds in Sector 45, 25 and the Industrial Area reveals that few owners come forward to claim impounded cattle -- a fact which is easily explained by the fact that the animals are either dry cows or useless bulls. All the stray cattle are cows rather than buffaloes, for the obvious reason that are transported to other states for slaughter. People for Animals member Payal Sodhi points out "No cow is stray; the cattle roaming our streets are abandoned animals." Since the past two years, PFA has been offering to look after the animals on the condition that the Administration bears the cost.
