UDHAGAMANDALAM, May 4: The large number of tourists that have chosen Udhagamandalam for a holiday are dissappointed over the heat and dust, inadequate infrastructure, improper roads and pedestrian walks. There are hardly 17 days for the annual Ooty floral carnival and the authorities seem 'indifferent' to the problems of the town.
