Home Ministry transfers Kiran Bedi back to Delhi

CHANDIGARH, MAY 18: In a sudden move, the Union Home Ministry today transferred Chandigarh Union Territory Home Secretary Anuradha Gupta and Inspector General of Police Kiran Bedi with immediate effect.

Haryana Food and Supplies Director N K Jain has been appointed the new Home Secretary. Bedi, who relinquished her charge today, has been shifted to Delhi, official sources here said.

Since the revision of electoral rolls in Chandigarh is in process, Gupta would continue to hold the charge of chief electoral officer and chief vigilance officer of the Chandigarh administration, they said.

The Union Home Ministry reportedly ordered the transfers following a controversy between the two officers over the powers of the Home Secretary and the city police chief that erupted, after five police personnel recently.

Bedi had taken over as Inspector General of Police in the city only last month.

According to reports recieved here from Delhi, the Union Home Ministry apparently took strong exception to Bedi's standwhich ``questioned the authority of her seniors in the administration over the issue.''

Bedi had objected to Gupta's alleged interference in the functioning of the city police describing it as a ``rape of the police force''.

Bedi has said that she was never consulted before the suspension of the five police officials and the inquiry was not routed through the IGP office or police department.

She had also alleged that the UT Home Secretary had been ordering the transfers of even constables and there were numerous instances when the Home department had directly ordered transfers and postings in the police department ``without the knowledge of senior police personnel.''

On the other hand, the UT administration took a stand that the IGP was consulted and even given a copy of the inquiry report before any order relating to the suspension of the five police personnel was issued.
