Home alerts internal security

NEW DELHI, JUNE 5: Gearing itself for a possible breakdown in the internal security in the wake of Kargil operations, the Union Home Ministry has asked law enforcing agencies across the country, particularly Punjab, Rajasthan, and Jammu and Kashmir, to be on the alert.

Things have started moving in earnest in Punjab where the Senior Superintendents of Police (SSPs) of all its border districts have been directed to interact closely with the local Army and Border Security Force (BSF) personnel. They have also been asked to share intelligence and watch out for fresh trouble.

A high-level meeting called here on Thursday by Home Secretary Kamal Pandey, and attended by all the State and Union Territory police chiefs, discussed several possible scenarios as well as steps to be taken to keep potential trouble-makers like the Inter-services Intelligence (ISI) and others under check.

The Home Ministry realises that all the aspects of internal security cannot be tackled by the people at the top. Also, it can causecomplacency in the lower rungs of the state machinery with disastrous results, argued a senior official. The North Block has also asked the participants to involve the DCs and DSPs in the security-related drives.

It was disclosed at the conference that all security agencies in Punjab have been told to be prepared for any eventuality. The reason why the SSPs in all the border towns of Punjab have been asked to interact with the local Army and BSF and share intelligence is that the ``spillover of the trouble from Kashmir is a real possibility,'' said Punjab DGP Sarabjit Singh. He said the state had so far not asked for additional forces from the Centre.

The meeting deliberated over the possibility of Pakistan-backed miscreants fanning communal passion and caste tension. The police chiefs and state home secretaries have been asked to ensure safety of vital installations in their areas. The J&K Home Secretary, P Phunsog, said they were ``geared up'' for any eventuality.

However, the situation in Kargil sofar had not affected the internal security in the state, he emphasised.
