PATIALA, JUNE 27: Creation of institutional safeguards to protect rights of citizens especially in relation to custodial deaths, illegal arrests, fake encounters and disappearances and to provide better working conditions to the police particularly the constabulary, was stressed in the workshop on ``Citizens Rights and Law Enforcement''. It was suggested that the recommendations of the National Police Commission need to be implemented and the Police Act of 1861 should be scrapped and new legislation enacted.The workshop was organised by the Institute for Development and Communication, Chandigarh. It was felt that there was need for community police committees, strengthening of women cells, and prompt registration of FIRs.
Shanker Sen, former director, National Police Academy and National Human Rights Commission mentioned that there was need to insulate the police from unnecessary political interference. The former director was of the view that supression of crime is a serious offense and therefore registration of cases should to be done promptly.
P.S. Bawa, former DGP, was of the view that basic functions like prevention and detection of crime are undermined due to VIP duties. Detection and registration of crime should become the main parameters of promotion within the police. A.P. Bhatnagar from Punjab Human Rights Commission said that the elite character of the police must undergo a change. Entry into police should be made at the level of constable to bring the police closer to the people. H.S. Sidhu, SSP Patiala, said that there was need to stress on community rights and rights of the victims.
Pramod Kumar, director, Institute for Development and Communication, Chandigarh observed that cases of violation of women rights are not registered. For instance, in 1995 for every reported rape there were 68 unreported cases, for each dowry harassment 299 went unreported. There is need to strengthen police and community relationship.
Surinder Kaur Grewal, chairperson, Punjab Women Rights Commission said there was need to evolve a viable code of conduct for policemen for combating atrocities against women.
