CHANDIGARH, July 16: The institutional complex in Badheri, which houses a cooperative bank, a library, two dispensaries, a post office, five anganwadi centres and a stitching centre has been functioning without electricity for the past two years now.While employees of various departments functioning in the complex complain that the UT Electricity Department officials has been indifferent to their requests for power supply, officials of the concerned department say: "Action in this regard can be taken only on the recommendation of Municipal Corporation, which owns the building."
Officials of the Municipal Corporation, when contacted, said the situation would be rectified as and when the occupants of the building clear standing dues owed to the Electricity Department. Employees of the Chandigarh State Cooperative Bank, located in the complex, say that because of the prevailing situation, the bank has installed a generator. But it act has its marked drawbacks in form of smoke and noise. "We understand the problem, but there is little we can do about it," says a bank official.
The library, having a collection of more than 4,000 books and a membership of 900, has diverse problems. It has no sweeper, no water besides lack of power. K.J. Singh, a regular visitor to the library, says: "Most of the readers have no option but to sit outside and read the newspapers." An area has been alloted for the anganwadi centres but these actually function on the verandahs which are more comfortable than the dark and dingy rooms.
The post office and dispensary have similar problems due to unavailability of electricity.
As if this all were not enough, the place lacks adequate security arrangements and the various departmental offices are easily burgled. Recently, telephone wires were stolen from outside the bank and there have been two unsuccessful attempts to break into the library.
