The Maharashtra Universities Act, 1994, states that student councils in colleges must constitute nominated members, who are shortlisted according to merit. However, the students' body for 1998-99, whose term expired in June, comprised elected members. The council for 1999-2000 was also constituted in violation of the act.

Candidates had first been asked to submit their names for an election. Some of these were later nominated to various posts.
