Adik, as chairman of the manifesto committee, released the party's manifesto for the State stating unequivocally that ``the Congress will not take and does not need Sharad Pawar's help''. Pawar had stated that the NCP would not mind supporting a Congress Government without Sonia Gandhi in Panaji yesterday. ``There will be no truck with him; he is saying it only out of frustration and desperation,'' Adik added.

Among the main issues raised in the manifesto are a special peace-keeping force that might turn out to be a parallel police force, self-employment to about one crore unemployed youth across the State, reduction in the State's non-Plan expenditure. Minorites and backward castes havebeen wooed with special packages such as the setting up of a backward castes development corporation and development-welfare programmes for minorities.
