CHANDIGARH, Sept 2: Complaints regarding alleged inhuman treatment of one Jagmohan Singh by the police personnel of Sector 19 police station here on August 27 were given to UT Inspector General of Police and the Home Secretary.Jagmohan, booked here under Sections 380 and 411 IPC, was in a visibly pitiable state when he was produced before the Judicial Magistrate (Ist Class) Baljinder Singh here on August 28. The court had directed the police to get the accused medically examined, but the report did not show the said injuries. The next day, he was again produced before the court and on the application moved by the counsel for the accused, the court ordered another medical this time to be conducted by a board of doctors of the General Hospital. This report stated that there were injuries on Jagmohan.
In the complaints given on behalf of Jagmohan's mother, it was stated that on August 27, some policemen came looking for Jagmohan, who was not at home at that particular time. When he returned he went to the police station to enquire about the purpose of the visit. It was alleged that Jagmohan was taken to a room, where he was brutally tortured by some police personnel. Electric shocks were allegedly given to him and injuries on his private parts were also inflicted, it was stated.
On the above-mentioned grounds the accused's mother sought immediate suspension of the police personnel involved.
Bank staff in four-day police custody
Two employees of the Punjab State Cooperative Bank, arrested here on August 31 on charges of fraud, were today remanded to four-day police custody by UT Judicial Magistrate (Ist Class) Jasbir Singh.
The arrests were effected after the local police conducted investigation on the complaint of Assistant managing director of the said bank, K.S. Pannu, who alleged that the two applied for a car loan through fictitious people and also stood guarantors for them.
The complainant stated that in connivance with the then manager of the bank Harcharan Singh and the senior accountant Nand Lal, the two prepared fake papers in the names of Vinita Behal and Payal Dogra to seek car loan. They got the said loan sanctioned from Sector 47 branch of the bank.
The complaint was lodged here on August 30 and the accused were booked for fraud under Sections 420, 467, 468, 471 and 120 B of the IPC. On conducting investigations, the police found that Vinita and Payal, whose names were used had not applied for the loan.
The accused were arrested on August 31 and they disclosed that while the draft in Vinita's name had been given to a car dealer in Delhi, the one in Payal's name was given to some dealer in Gurgaon.
On the above-stated grounds the police today sought a remand of five days. The Magistrate, while observing that thorough investigation into the matter was a must since a state cooperative undertaking was involved, remanded the accused to police custody for four days.
Yesterday, they had been remanded for a day.
MC replies to suit to hold fair
The Municipal Corporation today replied to a petition filed earlier in the court of UT Civil Judge (Junior Division) Naval Kumar seeking the court to restrain the UT Administration from giving permission to Industrial Trade Fairs Development Organisation for opening an amusement park or an entertainment fair in the city. Notice on the petition was issued for today.
The Corporation stated that Circus Grounds in Sector 17 have been specifically planned for the purpose of holding various entertainment fairs, exhibitions and sports activities. It was added that the petition deserved to be dismissed.
The plaintiffs, Punjab Civil and Consumer Welfare front requested the court to restrain the defendants, namely UT Administration through the Home Secretary, MC through the Commissioner and the District Magistrate from permitting the said organisation to open an amusement park in view of the widespread malpractice, which goes on in the garb of such fairs.
It was stated that allowing the defendant to put up joy rides, games, stalls and other items is against public good because many illegal activities, like running of gambling dens, go on in such places. It was also stated that food articles are sold under unhygienic conditions without even seeking a licence from the Health Department.
Due to technical fault, a major accident can also take place, it was stated. Apart from that, it was added, loss of vehicles often takes place from private parking lots.
The plaintiffs stated that irreparable loss to life and property would take place in case the above requested directions are not passed.
The Administration is yet to file a reply in this regard.
