While the AICC blames the SPG for messing up the party president's plans, the elite security agency has expressed serious concern over how the organisers flouted security norms and put the VVIP in extreme danger.

The AICC is agitated over the SPG's decision to divert Sonia's route in Bulandshahr without informing Sonia and the party leaders travelling with her. Instead of being taken through the main bazaars, she was taken through the bypass in Khurja. Sources say that Sonia Gandhi was also unhappy with SPG for denying her the permission to travel in an open jeep in Aligarh.

The SPG is understood to have submitted a detailed report to the government saying that the AICC establishment is not following the Blue Book on security regulations. The government will be taking up the matter with the AICC.

This is second time that the SPG hasobjected to the AICC's flouting of security norms. The first time was when Sonia decided to file nomination from Bellary. Even the SPG personnel travelling with her were not told about her actual destination when she took off from Hyderabad in a chartered jet.

The UP fiasco, which left the crowds and Congress supporters bitter, was due to the last-minute change in the route and the denial of an open jeep to Sonia. Though PCC president Salman Khursheed failed to find an open jeep in Bulandshahr, a vehicle was arranged at Samna. The SPG, after inspecting the vehicle and on the basis of information it received, made it clear that she cannot travel in an open jeep.

Sonia travelled in a bullet-proof car disappointing a large number of people who had lined up on both sides of roads on the entire route. The SPG again diverted her cavalcade and did not take her inside the city. A large number of journalists who were travelling with Sonia Gandhi from Delhi too lost track of her.

The people were so angry inAligarh with what they perceived as the Congress president's arrogance that they shouted slogans against the party outside the circuit house where she had been put up temporarily.

Though no politician is allowed to stay in the government guest house during the campaigning, an exception was made because of security threat. The district authorities, however, pointed out that Sonia Gandhi could not use the circuit house for political purposes as per the model code of conduct and, therefore, she could not meet any party delegation.

When she expressed the desire to come out of the circuit house to meet the delegation, the SPG refused. The workers -- including the UPCC president -- were waiting outside. Finally, Sonia Gandhi decided to climb up to the terrace and waved at the crowd.

Sonia flew by helicopter to Farrukhabad from where Khursheed's wife Louise Fernandes is contesting. She travelled by road once again before reaching Kanpur and found the response was tremendous. That's why she has decided to stickto a combination of road and air on her campaign in UP next week.
