EU to move UN for moratorium on death penalty

BERLIN, SEPT 29: The fifteen-nation European Union (EU) is planning to introduce a motion in the United Nations General Assembly demanding a global moratorium on the death penalty.

The political directors of the EU foreign ministries are scheduled to meet in Brussels next week to decide on the text of the resolution, media reports said on Wednesday.

The planned EU resolution is expected to closely resemble one that was passed in April by the UN Commission on Human Rights in Geneva.

The resolution that was passed stated "the abolition of the death penalty contributes to the enhancement of human dignity and to the progressive development of human rights". This document was accepted by 30 countries and rejected by 11, including the United States and China.

The new resolution which would risk a clash with the US is also likely to call on states not to impose the death penalty against anyone suffering from a mental disorder, the reports said.
