CHANDIGARH, Oct 13: An "inebriated" police constable, Lakhwinder Singh has been booked for allegedly assaulting a man here while a Police Control Room head constable, Tara Chand, who refused to act on the man's complaint has been reportedly issued a notice of censure.Sources said that Sector 28 resident Bhag Singh complained that around 1.30 p.m. as he came out of a dhaba in Attawa after having his meal, he was stopped by three men who had been consuming liquor at the same dhaba. He alleged that three men beat him "without any provocation".
He, however, managed to escape but when he saw PCR Gypsy he signalled it to stop. He reported the matter to the police personnel in the Gypsy and was joined by the accused. He alleged that one of the accused also claimed to be a policeman. At this the PCR personnel allegedly told Bhag Singh to go to the police station as they could not help him.
Bhag Singh reported the matter to the police authorities who ordered an inquiry into the incident to ascertain the facts. The Public Grievances Cell conducted the inquiry and identified the head constable and the constable following which a case was registered against the constable.
