VADODARA, Nov 1: Vadodara Mayor Umakant Joshi has stressed the need for a model act to govern all municipal corporations in the country. He was speaking at the executive committee meeting of the All India Council of Mayors held in Mysore on October 30.
Joshi said that it was decided to form a committee to represent before the Central and State Governments the need to form a model act for the municipal corporations.
According to him, the delegates were of the opinion that the tenure of Mayors in Gujarat, Karnataka and Maharashtra should be extended from one to five years.
Joshi said that it was also decided to make a representation to the Centre to get financial aid to carry out developmental activities. The issue came up after a discussion on the fact that despite listening to representations from civic bodies, the Central Finance Commission had not submitted its report. Joshi also advocated the need for giving more powers to the Mayors as per the 74th amendment of the Constitution. He stressed the need for State and Central Government bodies to pay up outstanding dues to the Corporations.
The participants were averse to abolition of octroi and stated that it was necessary that civic bodies be given assistance from alternative sources if octroi was abolished. Several pending issues pertaining to local self-government will be put up before the All India Mayors Council on November 22.
