MP to usher in `Gram Swarajya' from Jan 26
Bhopal, Jan 4: The Madhya Pradesh Government is to introduce the concept of `Gram Swarajya' in the state from January 26 with a view to strengthen the existing Panchayat Raj system. Announcing this at a press conference here today, Panchayat and Rural Development Minister Ajay Singh said the cabinet finalised the shape of `Gram Swarajya' after holding detailed discussions on the recommendations of the task force set up for the purpose. Singh said the objective of the `Gram Swarajya' is to develop every village as a politically, socially and economically autonomous unit for which `Gram Sabhas' will be empowered. The basic objective of `Gram Swarajya' is to transfer powers to `Gram Sabhas', following the policy of `Rajniti Se Lokniti', the Minister said adding `Gram Swarajya' is complementary to Panchayat Raj. Several powers delegated to panchayats under the Panchayat Raj Act will be given to Gram Sabhas, he said and pointed out that relevant laws would be amended to give effect to `Gram Swarajya' in the state. The `Gram Sabha' will have the powers for payment of salaries, withholding salaries, inspecting and supervising works and make recommendation for their punishment, he said. However, there will be arrangement for appeal against the Gram Sabha's decision, Singh said. Copyright © 2001 Indian Express Newspapers (Bombay) Ltd.
