Jammu, November 3:

TERMING the proposal of the Pakistan President General Musharraf for demilitarisation of Jammu and Kashmir as tricky and many facts, the former Union Minister and senior leader of the BJP, Prof Chaman Lal Gupta, has said that the government at the Centre must first of all look into the background in which the forces were deployed as one third territory the state still remains under illegal occupation of Pakistan.

Before persuing any such move being proposed by Pakistan, firm steps should be taken to flush out the terrosists and Pakistan should be asked to stop cross-border terror and demolish the structure of militancy that has been built in Pakistan and Pak-occupied Kashmir.

Commenting upon the proposal being made by Pakistan, the former Union Minister of state for Defence, Prof Gupta said that peace is prerequisite for settlement of any problems, but it was strange that cross-border terror is still continuing infiltration bids are going on. And even if cross-border terror is halted, the ground realities in Jammu and Kashmir cannot be over looked.

He pointed out that during the past years, such a huge quantities of arms, ammunation and explosives have been smuggled in this state that massive dumping is there. And it is imparative that present of the troops is very essential.

Since the outbreak of armed militancy in the state, as many as one lakh big and small weapons, small bombs too, have been recovered. Lakhs of bullets and tonnes of deadly explosives seized, he added. However, the experts opinion is that these deadly explosives seized form 20 to 25 per cent of the total smuggling of the armanent exclosive.

The BJP leader recalled that during the past months the troops were reduced from certain areas of Rajouri, Mahore-Gool, Doda etc. But in all these areas, the terrorists intensified their movement and many innocent people were killed and put to torture in a barbaric manner. The massacre of the Hindu in Budhal area recently has led to migration of the minorities.

Not to say of minorities even the nationalist Muslims are finding themselves unsafe and the terrorists have made a hell of their lives and many families of Muslims too, have migrated from Gool and other areas at safer please. Prof Gupta was highly flayed the government both in the state as also that of the Centre. Regretting over the functioning, much is being talked to take care of the problems across the Line of Control without providing and relief and succor to the victims of militancy and earthquake at home.
