New Ministry for Disaster Management, An Absurd Idea

Such idea like setting up of a new ministry for disaster management should be throttled at the very beginning. A new ministry means just addition of more expenses. The end result would be just an ineffective commission with recommendations and no action.

The need of the hour is to improve administrative ability down the line to coordinate and converge available services to the optimum. This can come by practice. Over years, the society as such has pursued a single goal of diluting coordinating role of district administration through collector. The result is that at such time of crisis, there is no single pivot to coordinate and take quick decisions.

Are Our Houses Safe?

The recent earthquake which rocked the parts of Gujarat seems to have no, or little effect, on us. The politicians mourned over the deaths of thousands of people and we started collecting relief materials. It doesn't mean that this was not required; it was the most needed thing.

What I'm saying is that we have not taken any lessons from this disaster and the ones which preceded it. Today, it happened in Gujarat; tomorrow it could happen anywhere. We have not taken any step to ensure that the houses we live in or the office buildings which houses our offices are safe enough to withstand such quakes.

We should take lessons from the past and see that our future is insured. The present practice is that the buildings are passed by checking the drawings made by the architects. The most important thing, which we all tend to ignore, is that it is not the job of the architect to check the strength of the buildings. It is the job of a structural engineer, and he has to be physically present when the vital parts of the building are being constructed.

I suggest the concerned government authorities impose stringent measures to ensure this. A structural engineer's certificate and if possible maps along with other drawings should be checked thoroughly before passing off any building as safe.
