The summit and the hype

The Indian Government called a unilateral ceasefire on November 19 for the month of Ramzan, which was extended twice over the next seven months. However, the Centre failed in its attempt to engage Kashmiri separatist leaders in a meaningful talk to resolve the Kashmir issue. Following this, the unilateral ceasefire was called off on May 23, 2001, and Pakistani ruler General Pervez Musharraf was invited to India for talks.

Islamabad promptly accepted the invitation. And soon the two countries were gearing up for the Vajpayee-Musharraf summit-the first highest-level contact between the two neighbours since Kargil war in 1999-scheduled for July 14 -16 in Agra.

The invitation to Musharraf-who recently took over as the President of Pakistan-who was the chief architect of Kargil intrusion, indicates a radical shift in India's foreign policy. Till recently it was maintaining the position that there would be no talks between the two countries till Pakistan stopped its cross-border terrorism and respected the Line of Control.
