In a memorandum submitted to Governor Nawal Kishore Sharma, Congress MLAs have termed the hooch tragedy, which has claimed over 107 lives so far, as a case of "constitutional breakdown in the state".
There is a complete constitutional breakdown in the state and the Governor should take appropriate action, the memorandum said.
On the third consecutive day, the Congress staged protests in the Assembly by shouting slogans and demanded a two-hour special debate on the incident. They broke window panes and glass doors and also damaged photographs of leaders in the Assembly.
"In the memorandum, we have said that Gujarat has become an appropriate case of constitutional breakdown and Governor's intervention is required," Leader of Opposition Shaktisinh Gohil said.
Earlier, Congress MLAs and youth BJP workers clashed outside the Assembly premises near Mahatma Gandhi's statue.
"In a pre-planned attack, BJP workers assaulted our MLAs with hockey sticks," Gohil alleged, adding, for the first time, even MLAs don't feel safe in the state.
